"Der Dienstleistungssektor war und ist Motor des wirtschaftlichen Wachstums, der Beschäftigungszunahme und der Innovation." Dies belegen nicht zuletzt auch die Zahlen der amtlichen Statistik. In der Zeit von 1993 bis 2000 wuchs der Anteil der Bruttowertschöpfung durch die Dienstleistungsbereiche um 28 %, während die Bruttowertschöpfung aller Wirtschaftsbereiche lediglich um 22 % anstieg. Der Anteil der Dienstleistungsbereiche an der Bruttowertschöpfung aller Wirtschaftsbereiche betrug im Jahr 2001 fast 69 % und lag damit deutlich höher als der Anteil des produzierenden Gewerbes mit etwa 30 %. Eine ähnliche Entwicklung zeigt sich bei der Zahl der Beschäftigten. Neben dieser gesamtwirtschaftlichen Sicht gibt es weitere Gründe, die zur Zunahme der Innovationsdynamik im Dienstleistungssektor geführt haben. "Als wesentliche Auslöser hierfür gelten vor allem die Liberalisierung und Deregulierung vieler Dienstleistungsbereiche - exemplarisch seien an dieser Stelle Telekommunikation, [Energiewirtschaft], Versicherungswirtschaft und Gesundheitswesen genannt - sowie verstärkte Globalisierungs- und Internationalisierungsbestrebungen vieler Dienstleistungsunternehmen." Weiterhin kann ebenso wie für Produkte auch für Dienstleistungen unterstellt werden, dass sie einem Lebenszyklus unterliegen, der ggf. die Ablösung einer Leistung durch eine innovativere Lösung erforderlich macht.
